Oh absolutely, and far more important. I was looking at it more from the perspective of limited potential payouts mean that there's less incentive for big companies to worry at all about their products harming or killing people. Tort reform reduces it to a cost of doing business.
I mean "a fine is a price" is true even without tort reform; it just adds more zeros after the decimal.
True, but tort reform makes it harder to bankrupt a company via judgement. I guess that was all I was getting at.
