Not a lawyer, but basically JASTA passed, which added an exception to sovereign immunity for state sponsors of terror, allowing these lawsuits to move forward. BUT, JASTA did not cover collecting on monies, only suing and getting a judgement, so that's a whole diff ballgame that has yet to play out.

There's some theories on how collecting on a judgement could play out, but all of them would require rulings from a court on their exact legalities, and that has yet to happen because other cases allowed under JASTA involving other governments settled voluntarily.
