Are we certain Rice will be back week 7? Some of the wording around the suspension made it sound like it would be at least 6 weeks and they are getting it started now because they have time to decide the final length during that 6?

Yes. Unless any suspension has to be agreed upon/accepted or is contested and then determined to be however many games or indefinite. In Rice's case, it is specifically outlined as 6 games, which he accepted.
