That’s not what that clause means at all. For example: was Reagan impeached during Iran-Contra? No, because although he ultimately accepted responsibility — something I doubt Trump would likewise do — Congress and the Tower Commission found no evidence Reagan himself was involved or aware.

It's a political question. It has nothing to do with the text in that it's explicitly not reviewable by the Court. If Congress can pony up the votes for impeachment, conviction and removal, then the officer is thus removed.

They are also responsible. Signal is not rated for class material Celluar Devices are forbidden for this sort of conversation. Because of how they are vulnerable a case could be made that using them violates the Espionage Act (it's a reach, but that's not uncommon for such charges)

For me the record-keeping was the big issue. Signal's secure if everybody's device is secure (definitely not a given for either cellphones or PCs) and if you only use it to communicate with people you are sure are the people you intend to (definitely not true here :-)

I suspect Waltz is going to take the fall for much of it, since he's the one who invited the journalist, but yeah, nobody's getting prosecuted for illegally using Signal, and Hegseth is such a critical player in Trump's anti-DEI and subservient-military policies that it'll take longer to ditch him.
