Hmm. I worked on this 30+ years ago. Led many aspects of the campaign. In the end there was public consent for a ban. The tobacco industry had a well funded campaign against. We followed other countries.

Public support was clear. Overseas experience demonstrated it could be done. Evidence was clear too. But in UK we legislate late when public support is there.
