"Law of the land" doesn't literally refer to "land" (as opposed to water). It's a figurative saying referring to law/legal system that applies to everyone. As shown below from Black's Law Dictionary.

"Maritime law" is merely a category of the law under that "law of the land" just as copyright law, bankruptcy law, and Aviation Law.
