I don't even think they are ICE or police. They are bounty hunters looking for $$$, grabbing brown kids off the street. Only one of them seems to have even sprung for the $1 cosplay sticker that says "POLICE" on his back.

Technically or in action? It's in how they get paid. ICE agents are usually going after a specific person. Bounty hunters grab anyone that looks brown, etc, takes them to an ICE office, and receives the going bounty rate. The person gets detained until ICE sorts out if they're a citizen or not.
