Both what? An urban war is an urban war. A refusal to surrender to save their people is a choice by Hamas. A genocide of all Palestinians would have already wiped out the West Bank and Gaza.

Well thank goodness then that it's Hamas fighters who are bearing the brunt of that choice, and not innocent, utterly powerless civilians in vastly disproportionate numbers.
It was innocent, utterly powerless people who began suffering terrible in 1945 Germany. The Nazis surrendered. Hamas refuses to surrender and leave the Gaza government because they don't care how many Gazans die, as long as they stay in power.
Genocide as committed by the Nazis was an element of WWII.
