Hi, Patrick. No, they are not confused. If they were, nobody would know what someone meant when they said the line. But everybody knows what they meant. Even you know what we mean when we say that.
What I understand people mean is that actions can't deceive you but words can. The problem is that can be totally wrong! Actions can deceive you, too! Also, as I said, speaking is an act.
There's also such a thing as weak-willed action, where people's actions don't align with their values. People may in fact have good values and make mistakes or engage in weak-willed action!
