I can’t remember which podcast I heard it on, but they quoted an expert who said that this breach is so severe that it may require issuing every living person a new SS number.

That was also my thought. A very expensive process and one Elon will probably be able to afford. The hard part is that so many other things are tied to it - Driver’s licenses, passports, credit cards, credit histories, etc. it’s so much more than just replacing a number in one place.
