I know of people with a physical disability who fly with their service dog. They always get bulkhead seating where the dog must remain on the floor. Most passengers don't even know the dog is on the flight.
The pet owner got an "emotional support" certificate from a Facebook-based vendor, and Viva Aerobus flew them from Mexico City to Vallarta (emotional support pets fly free). The owner and vendor are cross-promoting each other on their platforms.
Thank you for that explanation. As a dog lover (and owner of a small dog that barely fits under the seat), I had to wonder how this came about. Not likely to happen on a US airline, for lots of good reasons, some of which have been mentioned in the comments. He is a beautiful dog though.
