Just don't overestimate the EU institutions. Often the EU is just a verbal shortcut to describe a collection of European countries and non EU countries like UK and Norway are pretty much full participants of everything, anyway. You don't need the EU for the most important moves

Most of the summer, the ua mood was terrible, many people including on ua side started to embrace talking points about the unstoppable Russia. It is very different suddenly. The famous Russian offensive got just 0.3% of Ukraine with Russian costs that are obviously unusable to continue
And slowly it turned out that attacking on Russian territory is common sense, everyone including Russia and the US know that Ukraine should obviously do it, and doing so works, especially with these flammable important targets. It is a lot of fun and hope. Russia is close to defenseless
