I actually disagree when it comes to art cinema, in festival circuits Japan still has the prestige factor but Chinese art cinema has generally been recognized as producing significant work much more consistently for the past decade or so
chinese dramas are better than most jdramas but japanese cinema tends to be much better than chinese cinema in my experience
Japan certainly has the advantages of being one of the capital-G Great postwar cinema traditions, but yes TV outside of anime often is lacking.
Now that I mention it, it's very strange how Japan has capital-G Great Cinema and capital-G Great Literature, but is just kinda eh on TV, especially when anime is not considered.

I think the generally recognized time horizon on c-cinema for a western audience is shorter than j-cinema (1960s versus 1930s), but people like Jia Zhangke and Hou Hsiao-Hsien go toe to toe with Kore-eda and Beat Takeshi imo
Scarecrow video has a foreign cinema section and I have watched movies from it because i happened to see them on the shelf

Oh I am explicitly excluding バラエティー番組 from the category of "reality." Any TV show that exists purely as a washed-up tarento work-study program is inevitably booooorrrriiiinngggg and has been so since at least the 1990s.
The shows that are basically Tamori/Sanma/Random SMAP member hosting the same rotating cast of tarento who are only famous for being on variety shows and nothing else are mind-numbingly dull. Oh, Debbie 夫人 is a recurring guest? PASS.

i feel like kcinema has been stepping up lately but i honestly haven't been following jcinema in that time period.
K-Cinema is definitely very very very good but unlike Japan South Korea doesn't have a long history of free expression and mass cultural consumption to earn the capital-G "Great" label, but I mean they're certainly making very fast progress towards it.
yeah I mean definitely the best c-cinema (HK era, alas) and j-cinema of the past is above k-cinema, but the stuff I'm aware of lately (again, I'm probably missing stuff everywhere) is definitely tilting K-ward. yeah, not sure if it's Great yet, but we're definitely getting some good stuff.
