Quebec gets three of nine seats on the Supreme Court, is allowed powers over immigration and the Charter rights that no other province can swing in the name of “cultural protection” and has made bilingualism the federal standard in a country where most provinces have <5% Francophone populations.

1/4 of canada population is in Quebec, and confederation recognized English and French canada as "founding nations". Political history makes the case for why it is the way it is. Now, this raises the better point of indigenous people deserving more recognition as founding nations also.

This is what you get when the other choice is the Independent State of Quebec or a major conflict to prevent same. In much the same way, the USA got 100 years of de jure Jim Crow and lots more de facto in exchange for keeping the South in the Union.
