It does seem like the logical endpoint of letting conservatives shrug off blame for the GWOT by saying "lesson learned, those brown foreigners just didn't want democracy" Now Trump and Musk have killed 400k ppl SO FAR with USAID cuts but it's fine cos it's about saving money rather than freedom /s
