If we restricted our $20k/year UBI to the bottom 25% of the population, we're saving something on the order of $5 trillion/year! How much do these people think administrative costs of figuring out people's income (a thing the government already knows) is?
Determining income for taxes is always a part of the budget. Clawing back unnecessary UBI checks becomes nearly free as an addition, because you don't need an *additional* apparatus to assist with determinations that happen outside of tax season.
It's not that this is enough to pay for it, but just that the money is mostly wasted and you can eliminate that waste, and getting rid of it also removes friction from getting the money to the people you want to get the money to.
