i think basically in both Hanoi and HCMC construction is handled by the same country that financed the project, the Hanoi metro is just financed by Chinese banks i think, HCMC metro has some ADB and European funding

i would probably guess it's just that this is not the terrain they've ever expected to have to fight and the mainstream of politics didn't really fight over this in the post-war decades and in more recent decades the response to rising anti-immigration sentiment has been just accept or reject.
