Not sure where size cutoff is but if Switzerland counts then I’m tempted to include Singapore Latin American ethnicity is complicated… do we count it as not multicultural if the immigrants assimilate well?

the thing that gives me pause about singapore is that not being a democracy inherently means one of the major risks to/of multiculturalism (fear of elections becoming demographic headcounts) isn't really present

the thing that gives me pause about switzerland is that in addition to being a closed form of multiculturalism like singapore's it also has substantial geographic segregation between its constituent groups

that's a fair fear in _general_ but the sg case is complicated b/c I'd argue that the current authoritarian situation makes the actual distribution of power more tilted towards the majority group than it would be otherwise

this is actually not too uncommon tbh (see: the baathist syrian regime, although i guess at least there the leadership is actually from a minority), but i think 'authoritarian regime is able to prevent sectarianism from being the main political cleavage' is very real.

if nothing else then because ethnicity and language and religion are just very easy fissures for political entrepreneurs to push and poke at in any competitive system.

So with the additional restriction of “being a democracy” that would exclude some Latin American states as well Malaysia is a better candidate than Indonesia if “being a democracy” is a condition

Singapore also strictly controls the proportion of who they let immigrate (it's easier to become a citizen if you're Chinese heritage than if you're Malay or Indian), which feels against the spirit of being properly multicultural

kazakhstan's demographic situation is i would say somewhat similar to countries like slovakia and estonia, i would penalise for being less democratic, it does have more harmonious ethnic relations i think but also the neighbour country is doing less to harass it than in those cases
