Louisiana LOVES those FEMA dollars, too. Our response plan in past (apparently) has been based on the expectation that FEMA will swoop in and reimburse LA and provide funds for follow-up operations. LA is living paycheck to paycheck and can’t absorb the cost of a disaster. No savings in the bank.
