What's the bigger issue here is Fillipino importers won't be paying tariffs on US good but US importers will be paying a 19% tariff on fillipino goods. Does the president still think the exporting country pays the tariff? Top imports from Phillipines are electrical goods. Grains and clothing .

Far less will be imported because no one will want to pay that much and so the Filipinos will suffer too.
