Mentions age and geography but nothing about culture? I’d be surprised if there were no correlation between greater cultural diversity and an increase in drownings.

of course there is and culture has come up in these articles before, and I can tell you anecdotally as a swim teacher that the parents whoo get their kids to learn but they rarely do, are from SEAsia and South Asia and rarely had a need to learn at home, some mates from Nepal, case in point..
