But, Gavin actually has only a ceremonial role there on redistricting. That would require dismantling the Citizens Redistricting Commission, voter approval and major legal changes.

Are you from CA? That’s what our Legislature voted to do on Thu: call a special election in Nov so voters can approve waiving the commission (for congressional districts only, until 2030) and approve the new maps submitted as part of the resolution. No other legal changes needed.

Redrawing was Newsom’s idea, or at least wouldn’t have happened if he hadn’t championed it, similar to Abbott. There’s no “legislative commission”, the maps have been drawn—we vote them up or down. The “No” campaign is already centered on the “abandonment” of the citizen’s commission.

You don’t understand the process in CA. Citizens can put amendments on the ballot through petitions, as can the legislature by passing measures. This legislative constitutional amendment will be on the ballot as Prop 50.
