Mom of 2 here. I don't quite understand your contention that those concerns (pregnancy/birth/child rearing are dangerous, exhausting, isolating, etc.) are not a factor in women's decisions whether to have children. I speak with many women, and they definitely are.
Because lots of things are hard. And women have babies anyway, often several. Going to university is hard too and guess what some women go to university AND have babies. Pro-natalism isn't about imposing upon women to do something hard but imposing upon them to do
