Is that really 130 tanks? Or 130 armored vehicles, including IFVs and APCs?

The Oryx list added 83 Russian tanks and 179 IFVs put out of action during May, so if IFVs are included Russia's fleet is shrinking. They do seem to be short of armour, often attacking on foot or on motorcycles. They use hardly any APCs or MRAPs.

Elsewhere I read that this is partly because one APC is an easier drone target than a dozen motorcycles

Not to mention that a dozen motorcycles cost less than a tenth of what a BMP-3 costs.
