Yes, but every infantry soldier carries an assault rifle anyway. Issuing new ammunition is a lot easier than issuing new weapons.

I saw a video somewhere, showing that Iraqi squads have one soldier carrying a shotgun, ready to fire at a moment's notice. Reaction time is critical for popup ISIS drone attacks.
