The likely problem is the hospitals. A doctor in a hospital can’t perform a D&C without an OR, nurses, anesthesia, etc. Laws in Texas were designed to cause fear and promote a snitch culture, and that has affected hospitals in situations where actual prosecution is unlikely to succeed. 1/
