They may not be terrorists, but how does this constitute a war crime? My question is why the mighty U.S. Navy didn't just sent a couple of helicopters and made them stop and arrested the people on board? My thought is that this is Trump clumsily trying to send a message to Venezuela.

Attacking civilian ships in international waters is generally prohibited under international law, specifically the Law of Armed Conflict and International Humanitarian Law, which protect civilian vessels from military attacks.

Not 100% of the time. Bin Laden was a civilian (not part of any military) & killing him as a leader of an armed group involved in combat would have been legal. (I'm not expressing a view on whether the raid in which he was killed was perfectly legal. Doing it in Pakistan may've been illegal. 🤷‍♂️)

How is this a war crime? The US Navy just executed a boatload of civilians without evidence of their involvement in crimes or evidence of their identity. Just killed eleven people who did not shoot at them or threaten their ship.

Good point, Massies petition is probably making him nervous if nothing else, but I still think actions like this are less a distraction and more just Trump doing shit that makes him feel good, as well as many other horrible things he is doing right now.
