They may not be terrorists, but how does this constitute a war crime? My question is why the mighty U.S. Navy didn't just sent a couple of helicopters and made them stop and arrested the people on board? My thought is that this is Trump clumsily trying to send a message to Venezuela.

Not 100% of the time. Bin Laden was a civilian (not part of any military) & killing him as a leader of an armed group involved in combat would have been legal. (I'm not expressing a view on whether the raid in which he was killed was perfectly legal. Doing it in Pakistan may've been illegal. 🤷♂️)
