How do you test relief valves to know when they need replacing?
If the seal failed suddenly at maximum pressure the result would not be a pretty sight.
No, it'd likely spray the contents out in a superheated jet of steam. But that's not the same thing as an explosion.

Steam explosions vary drastically on damage. They can range from superheated steam bathing every person in skin melting gas, to locomotives turning Eldritch horror and throwing shrapnel.
The spray of superheated food product on my ceiling of the kitchen begs the question "What SHOULD we call this then?" Food explosion is a mess no matter what direction it flies in. May not include metal shrapnel, but still, very much an explosive mess. #LearnedTheHardWay #PressureCookerFauxPas
