There is no way these issues with EVs can be resolved adequately by 2030, unless you completely ignore the possibility of unintended consequences.
First, let me say thanks for reading the article. You seem to miss the salient point of the article that a hybrid has no chance of solving the problem. It is merely a scam to keep selling oil. What issues are there with EV'S. What are the unintended consequences?

The up grade of the electrical transmission system is required due to the necessity of electrifying all processes that are burning fossil-fuel. The advantage of adding solar panels is that it is DC and can be transmitted via HVDC lines which are cheaper and more efficient than HVAC lines.
Renewable energy is great, but peak production doesn’t always coincide with peak demand. We need something like nuclear power to increase baseload generating capacity.
24 years in the electric utility industry allows me tell you that base load is never used to meet peak demand. Small peaking units are used to provide that short term need. No utility wants to build nuclear plants. They cost too much to build and operate. Mining and processing fuel lots of GHG.
This is cherry picked information which does not take into account the barrels of petroleum used to extract and refine lithium and other metals used in the batteries. It also glosses over how much fossil fuel is CURRENTLY used to produce electricity, instead focusing on future production.
Go to the fueleconomy.gov site you will see that their data does include emissions for mining and construction of the vehicles, inclusive of the battery. The article does address fossil-fuel being used to make electricity. It indicates that electric generation was the highest emitter.
