It isn't tractable anyway. What would the USG do if they deem a University is 'discriminating'? The only remedy would be some race based policy or imposing some 'merit' criteria on the University. How does that work for a 3rd tier school? Any 'merit' criteria requires accepting nearly everyone.

Good point. My guess is that Trump has in mind only the top-tier schools. From what I can tell, there's very little interest in colleges and universities farther down the academic ladder.

Doesn't matter. This is a random process. The 'merit' criteria is arbitrary, the demographic standard is arbitrary, the offerings among universities are arbitrary. The government can always contrive a basis for the claim that white men are being denied admission.
