I don't have a source for this, but I heard years ago that the moves were designed this way because they required fewer distinct states of input to be read and sent; the reason this was an issue was because Weaponlord was designed around the XBand modem, and they needed to take latency into account.
that's the only way i can explain some of the input choices, like Bane's moves for example seem very specific
iirc it was a combination of XBAND considerations & an attempt to make inputs more "intuitive" by having the directional inputs mimic the trajectory of the move animation
the first one is basically a DP and you think it'll be normal from there. then they hit you with the 894 motion.

At 1st I thought that this game maybe came out when people were worried about copying Capcom's command inputs but this shit came out in the PS1 era, so I guess the devs were just unhinged lunatics?

The unreleased Primal Rage II was going to have a Killer Instinct-style six button setup with dial-a-combos, would have been a joy to play.

most bizarrely of all is that fact while they are the majority, not all moves are negative edge with odd inputs characters also have charges, direction taps, and traditional motions where you hit the button at the end. there are still some exceptions
I suppose now that I know it would probably be a bit more manageable, but those sure are /unique/ motions.
