Considering that the area is known as "Flash Flood Alley", one would think that such warning sirens would have been installed much earlier...say, after the 1987 flood. Or the 2015 flood.

With today's wireless tech, a system of sirens is relatively inexpensive. Piggyback off an electric meter that feeds traffic lights, street lighting, etc. or (at worst) install a meter if power isn't available. Electric usage is basically zero, except for occasional testing. Poles & sirens.
Solar powered sirens, battery backup, stand alone. Relying on wireless connectivity could prove useless if towers lose power.
