Exactly. My teaching partner this last spring was a Coast Guard captain who did that for several decades. Great sea stories and Ethics problems.
The Coast guard's focus is 200 nautical miles from the coast of the U.S. Anything outside this is international water. The distance from Puerto Rico to Venezuela is about 500 miles. It would be intresting to know the jurisdiction of the boat where the boat was when destroyed.
