No they aren't, besides what would you call the Schengen area? If you've ever crossed the US border you would see the barriers and processes in place at populated areas. It's not possible to do this everywhere and all along the coastlines. But it's not open, never has been.

You mean enforcing immigration laws is a hallmark of a dictatorship? If that is the case maybe, you should blame congress for making the immigration laws and previous presidents for not enforcing those laws.
There are ways of doing that are not cruel and violate basic human rights.
There are also ways of entering the US legally by submitting the proper paperwork and patiently waiting for approval.
And some of those people are being seized by ICE at courthouses.
There is a huge difference between enforcing the law and grabbing people with no probable cause. That's the distinction between law enforcement and thuggery. It's like the difference between propaganda and news.

Yet if someone comes into the country illegally, then they are subject to the laws they broke. The fact that other administrations did not enforce the law does not mean the current administration needs to follow suit.
