There's speculation that the reason why the devs hint *strongly* about characters being queer in-game but never confirm it in-game is so they can avoid censorship in countries that don't allow LGBTQ content. For another example, if you do the side quests in the level 86 Endwalker zone....

...you can find a quest chain about two people who are courting (whose names you might have encountered in some optional content.) One of them is referenced with feminine pronouns, but the localizers went out of the way to never use a gendered pronoun with the other one.

Later on in a short story, they show up briefly and are both simply referenced as "women," but their romance isn't mentioned, so that short story is still okay in countries with censorship because the censors aren't going to go cross-reference side quests.
