This is actually the first time I'm hearing about lessons not being quote on quote legal in commander, I honestly thought the house rule of "just bring some lessons with you if your deck has learn cards" was OK by the book.

Companions are the only card type that get around the 100 card rule. Otherwise it's strictly 100 cards with no sideboards or wish boards or anything like that.

Isnt wish (the card) legal in commander? What would it even do?

It takes up a card slot.

It is legal. It would up your storm count. That's it, it's a three mana do nothing in Commander.
