Accepting a public position requires the Office Holder to perform the duties of the position, to obey the laws and the U.S. Constitution. The duties of VP in regards to safeguarding country from an incapacitated President are written in the 25th Amendment. Vance is the VP. His duty is clear.

What you’re missing is that the 25th only works for 4 days IF the cabinet agrees … after that, Vance would need 2/3s of both houses of congress to stay in power. Pretending that this is in any way viable or rational for Vance is quite irrational.

With the cabinet & congress he has now, the 25th would be of no help for any of those problems. Even if he could convince the cabinet, it would simply make him the 2nd coming of Pence and his career would be over. Trump would be back in a week. No way he’d get 2/3s of both houses to back him.
