No spirit of law here. Gov can send one ORR staff with them and claim in custody in another country?
If they are in ORR custody then she can order their return. If they aren’t in custody then they violated the order. Would require a custody agreement with 3rd country and they’d have to produce. It’s not likely to happen this way.

Yes. And her intent. However, even the judge can see the administration will work to find loopholes in any order, she was quite specific about that aspect.
