True. But a human bitten by a rabid animal does not need to get rabies. The post-exposure prophylaxis for rabies is really effective. Not fun, no one wants a series of shots, but it does prevent the disease from developing. So a human who was bitten by a rapid animal absolutely can survive.
The fines for a dog owner whose dog infects someone with rabies and whose defense is "I thought my dog would get autism" ought to allow the victim to retire.
