It will only make a difference to where they are housed, they have never had a choice of location and the jusgenebnt won't alter the legal obligation to house themm, so it won't make much of a difference - except maybe to their fear levels.

I suspect military camps, which, I agree, will be much worse - both in terms of quality of accommodation (I know!) and isolation. A largely avoidable mess that the previous government is not getting enough blame for allowing to occur.
