There's a huge difference between making rulings and having those rulings obeyed. Functioning law is not stating what the law is; functioning law is effectuating the law, and the judiciary has not been able to do that. It's not their fault.

When the admin will ignore rulings they don't like, I'd argue we *don't* have a functioning judiciary because we don't have a government constrained by law.
