You're right. Only a few countries & news sources have noted that no docs have been received or signed. NHK World Japan has managed to get clips of their officials commenting about that.

It's bugging me that outlets are repeating the WH/SM messg without proof. Just as they did when he claimed to donate his pay. A SM post & photo of giant check doesn't = accounting paper trail. He leverages his media manipulation. Facts are vital & prevent manipulation.
