A number of states have passed laws in recent years which makes it illegal for other state's National Guard to enter their state without the explicit permission of that state's governor. I know that Washington state, Idaho, North Dakota, Oklahoma and Maine have those laws. Maybe others by now.

There’s useful purposes for them too, but here in Texas we’ve tended to see a more exaggerated law enforcement presence and enforcement even prior to Trump’s second term, especially against our blue cities and college campuses.

There are zero legitimate reasons to deploy troops to American cities, including national guard.
