To be fair, this is perfectly normal for the Army. When the Army talks about "Police Duty", they mean policing the grounds, i.e., picking up trash. If you are one of the lowest 3 ranks in any branch of the military you can expect to spend a fair amount of your time on police duty in camo in the heat

No good reason to deploy them from anywhere for anything other than actual national defense or real emergency (not a "because I said it is an emergency" farce). But we know the reason is just to try and curry favor with the Dear Leader, King Don Loon.

As an NCO, normal practice is to assign the troops who are the biggest screw-ups to go pick up trash. In my case, as a non-smoker, since most of the trash is butts, I always sent the smokers on my team to do it, figuring that the people who leave the butts should pick them up, not the non-smokers.
