While the health act outlines policy, it also makes the administration of policies the responsibility of each province. I'm not saying Alberta is right, but what would you like the federal government to do? It's up to Albertans to protest in every possible way.
There needs to be tighter parameters around the spending of the health transfers, though, because I know in Saskatchewan that it hasn't historically always found its way to our health services. That money must be earmarked specifically for healthcare. That's a federal issue.
