Nintendo can finally make a Popeye game without having to worry about licensing fees. (Fun Fact: The arcade game "Donkey Kong" was originally going to be a "Popeye" game.)

They already got to it just took until after donkey Kong was a success for them to get the licence as originally yes it was going to be what is now donkey Kong but they ended up getting the licence like a year later and did this

They already had the licence, the change happened because they couldn't make the sprites look good. They later made a Popeye arcade game when they figured how to make bigger and prettier sprites.

I won't doubt, Donkey Kong was Bluto's substitute in the game, it's possible Wario was made to be a Bluto-like human rival for Mario as Donkey Kong had already became it's own series.
