in the american system, the president may represent a national electorate but this does not imbue him with anything other than rhetorical power. he must still negotiate with congress, which represents particular constituencies, and heed the courts, who determine what the law is.
But if congress folds like a cheap suit and the courts try to cut the baby in half then his power can be much more than rhetorical. All of the levers of government reside in the hands of the executive who has the will to but grab them.
At this point, we're effectively dealing with modern monarchists that lack the self-awareness not to fly a Gadsden Flag. The irony is too powerful.

Well, they did it two different ways that were both supposed to be limited until someone managed to seize power through it and then the first it led to a revolution and the second to the Empire and the very instability that eventually shrunk them and shrunk them until the Ottomans conquered them.
The first system was supposed to be constrained by the Senate essentially having made the king, and the second was only to be used in emergencies and the Senate again did the election. However, they usually were very careful, but you only have to screw up or do it for the wrong reasons once.
