The data can't be used in the manner they propose. 'Merit' can't be universally applied to all institutions. Conceptually the top universities get the top student based on merit. Who decide the merit level for an arbitrary university. Lower level universities have to accept nearly all students.

In TX state universities are not required to even collect this data so many students don't provide it. It doesn't even get attached to actual admissions information. It's data that can be looked up after the fact. I don't know about other states but the data won't even be that accurate I suspect.
