It's not collective punishment, it's a triage and rationing of now far scarcer resources. Shit sucks, wish people didn't vote for it, but they did, and now here we are.

Do the children in the countries we sanction vote for the things we're sanctioning them for? Hell, did anyone in most of them? I agree they shouldn't suffer, it's a shame more people voted that they should than shouldn't.
