That's an odd posture of a man walking. Someone is on his right, possibly holding his arm. What's with the left wrist? And what's that thing around his neck/shoulders? It doesn't look like a collar on the jacket. Looks sorta like a "Mae West" inflatable life vest.

DC here. It was freezing here yesterday AM. Ok, it was about 60. Everyone was in sweats. Got up to about 80 by 2 PM. Jacket is so slimming 🤣 Neck thing is just shirt collar. He is definitely not well. Perhaps RatFinkJr has a cure?
There are other pictures of him in that jacket, and it's not a collar on the jacket. I have a lot of collared shirts, and none of the collars are big enough to flounce out of a jacket like that. It looks at the very least like a rolled-up towel around his neck, unless it's something else.
